Early marathons were run over roughly comparable distances rather than an exact one, because the event was defined by its concept rather than by a measurement.
Courses were laid between two places, and organisers accepted whatever length that produced, so no two races were identical.
Comparing performances was therefore impossible, and the times recorded described a course as much as a runner.
How the specific figure arose
The number that became standard was produced by a particular course arrangement at an early championship, fitted between a chosen start point and a stadium finish.
Nothing about it is principled. It is the length that resulted from where the organisers wanted the race to begin and where it had to end.
That figure was later adopted as the standard, less because it was correct than because it belonged to a prominent edition of the race.
Why it was then fixed permanently
Once world records became a formal category, the distance had to be identical everywhere or the records would compare different tasks.
Standardisation is more valuable than elegance here, and changing to a round number would invalidate every existing mark for no gain.
The awkward figure therefore persists for the same reason many measurement standards do, because the cost of changing exceeds the cost of the oddity.
How courses are certified to it
A course is measured along the shortest legal running line, hugging the inside of every bend, because that is the route a runner could theoretically take.
A small tolerance is added deliberately, so certified courses are marginally long rather than risking being short, since a short course would produce invalid times.
Measurement is done by calibrated bicycle rather than by map, and the calibration is checked against a surveyed baseline before and after each measurement.
Why some courses cannot hold records
Rules restrict how much a course may drop in elevation from start to finish, because a downhill route produces faster times without faster running.
Start and finish points must also be close together, which prevents a following wind assisting a runner across the whole distance.
These conditions mean several well-known races produce times that stand in their own right but cannot be ratified, which is a recurring source of confusion.
