The penalty kick was resisted before it was adopted, on the grounds that it implied gentlemen would foul deliberately. Its eventual design as a near-certain goal was a considered deterrent.

The gap in the original laws

Early codes punished fouls with a free kick from the place of the offence, which works everywhere except immediately in front of goal.

A defender could handle a goalbound shot on the line and concede only a free kick that a packed defence would block. The punishment was smaller than the offence prevented.

Deliberate handling and tripping in the goalmouth therefore became rational, and the laws provided no answer beyond expecting players not to do it.

Why the proposal was initially rejected

Objectors argued that legislating for deliberate cheating insulted the players and admitted that the game could not be governed by its own conventions.

The counterargument was straightforward. Competitive football was spreading to clubs where results mattered enormously, and relying on shared assumptions about conduct no longer worked.

The rule passed once the practical problem became undeniable, which set a precedent. Later laws would be written on the assumption that players optimise against the rules.

The design choices inside the kick

The distance was set so that a well-struck shot beats a goalkeeper more often than not, making the award roughly equivalent to the goal that was prevented.

Restricting other players to outside the area and behind the ball removes any possibility of an immediate block, which is what distinguishes it from an ordinary free kick.

The goalkeeper was originally allowed to move along the line, then restricted, then partially freed again. That single detail has been amended more than any other part of the kick.

How the offence definition kept expanding

The penalty applies to specific offences inside a specific area, and the boundaries of both have been repeatedly contested since the kick was introduced.

Handball proved hardest, because deliberate handling is a mental state that officials must infer from arm position and distance. Successive rewrites have tried to replace intent with geometry.

Each attempt at a mechanical test has produced penalties that everyone considers unjust, which is why the wording keeps returning to notions like unnatural position.

Why the shootout borrowed the kick

When knockout football needed a tiebreaker, the penalty kick was available and already understood, which made it the obvious instrument.

Its selection was practical rather than principled. Earlier tiebreakers involved replays or drawing lots, and both were incompatible with fixed tournament schedules.

The consequence is that a punishment designed to restore a denied goal now decides matches in which nothing was denied at all. The instrument outgrew its original purpose entirely.
